Philippine Guarantee Corporation


The Philippine Export-Import Credit Agency (PhilEXIM) is now the Philippine Guarantee Corporation (PHILGUARANTEE), country’s unified credit guarantee institution. PHILGUARANTEE is the result of the Philippine Government’s direction to consolidate and merge all its state guarantee functions, agencies and programs, with the end in view of enhancing the capability of the government to provide sovereign guarantees to socio-economic sectors. This was implemented through Executive Order No. 58, s. 2018 issued by the President of the Philippines.
It covers the fusion of five agencies and programs, namely:
PhilEXIM (for corporate business, economic sectors under the Investments Priorities Plan)
HGC – Home Guaranty Corporation (for housing and urban development-based sectors and projects)
AGFP – Agricultural Guarantee Fund Pool (for agriculture-based sectors and projects)
IGLF – Industrial Guarantee Loan Fund
SBC – Small Business Corporation (for MSMEs)
The consolidation of the above agencies and programs, with PhilEXIM as the surviving entity and renamed as PHILGUARANTEE, it has essentially expanded the opportunities to support development programs and projects that will redound to economic growth and additionality. The functions and mandates governing the five agencies and programs are made part of the PHILGUARANTEE’s business direction and core generation.
